The New Cairo Wastewater Treatment Plant was executed as a Design, Build, Finance, and Operate (DBFO) project. With a capacity of 250,000 m³/day, the plant treats domestic wastewater for New Cairo city under a Private Public Partnership (PPP) agreement. The project had a two-year construction phase, followed by an 18-year operation and maintenance (O&M) period. Ownership will be renewed and transferred back to the New Urban Communities Authority (NUCA) upon the contract's expiry.
The plant was developed by Orasqualia, a joint venture between Orascom and the Spanish company Aqualia (part of the FCC Group). As Egypt’s first PPP project, it received the “Water Deal of the Year” award from Global Water Intelligence, in recognition of its role in pioneering new infrastructure financing models in the country.
